Requires the president of the senate to succeed to the lieutenant governor position only if they are from the same political party as the governor; otherwise succession passes to the speaker of the house of representatives.

Requires the speaker of the house of representatives to succeed to the lieutenant governor position only if they are from the same political party as the governor; otherwise the governor appoints a successor who must be from the same political party and constitutionally qualified.

Establishes that when the lieutenant governor is temporarily absent or disabled, the attorney general, director of finance, comptroller, director of taxation, and director of human resources development assume powers in that order (excludes legislative officers from temporary succession).

Clarifies that officers assuming lieutenant governor duties during a permanent vacancy receive the compensation and perquisites of that office.

Specifies that only officers constitutionally eligible for the lieutenant governor position may act in that role, and non-legislative officers must be appointed and confirmed beforehand.
