HI HB1308

Adds state law enforcement vehicles, state civil defense vehicles, and county emergency management vehicles to the definition of "emergency vehicle" under Hawaii's move-over law (HRS 291C-27).

Expands the move-over law to apply to additional types of emergency responder vehicles beyond the previously listed police, fire, ocean safety, emergency medical services, freeway service patrol, and tow truck vehicles.

Adds manslaughter (HRS 707-702) as a possible criminal charge when a driver fails to move over and causes a death, in addition to existing negligent homicide and negligent injury charges.

Maintains that violations of the move-over law without resulting death or injury constitute a violation and are not subject to financial responsibility requirements.

Takes effect upon approval.
