Allows landlords to require an additional security deposit amount, agreed upon between landlord and tenant, to compensate for damages caused by animals allowed in the rental premises.

Exempts service animals from any additional security deposit requirements, as service animals are reasonable accommodations for tenants with disabilities under Hawaii law.

Adds animal damage compensation as a fourth permitted use of security deposits, alongside existing uses for tenant defaults, cleaning, and damages from wrongful termination.

Clarifies that security deposits may only include one month's rent plus the agreed-upon animal damage amount, with no other charges permitted.

Takes effect on November 1, 2013.
