Adds Nawiliwili Harbor on the island of Kauai to existing restrictions on net fishing in Hawaii harbors, making it unlawful to take or kill fish by means of any net in those waters.

Defines Nawiliwili Harbor as the portion of submerged lands and overlying waters of Nawiliwili Bay beginning at the high water mark at the shoreline seaward to an imaginary straight line drawn from the tip of the main breakwater northward to Kukii Point.

Exempts commercial marine and pond operators with appropriate licenses from the prohibition, allowing them to take bait fish or pua in Nawiliwili Harbor.

Permits any person to use throw net, opae net, crab net, or nehu net not longer than fifty feet to take nehu for family consumption or bait purposes in Nawiliwili Harbor.
