Establishes a three-year temporary housing pilot program on Hawaiian homestead lands administered by the Department of Human Services in consultation with the Hawaii Interagency Council on Homelessness.

Program will work with temporary housing companies to obtain and provide single housing units designed to quickly move homeless individuals to stable, durable, and cost-effective housing.

Department of Human Services may contract with provider agencies to lease or contract with the Hawaiian Homes Commission to use available Hawaiian homestead lands for the pilot program.

Counties must amend ordinances, rules, and plans relating to zoning, construction standards, and building construction to implement the program in a safe and cost-effective manner.

Requires progress reports to the legislature prior to the 2014, 2015, and 2016 legislative sessions, with a final report by 2017 including program costs, number of participants, housing durability, and recommendations for continuation or expansion.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to implement the program.

Pilot program takes effect July 1, 2013 and is repealed June 30, 2017.
