Directs the financial assistance advisory council to assist the Department of Human Services in proposing recommendations to restructure the welfare payment system beginning no later than January 1, 2014.

Requires the council to examine the current welfare payment structure and revise it to incentivize recipients to advance careers or seek higher-paying jobs without losing welfare beneficiary status.

Mandates the council to create a sliding scale payment system that incrementally reduces welfare payments as recipients earn higher incomes and explore other methods to incentivize financial self-sufficiency.

Requires the council to report findings and recommendations to the legislature no later than twenty days prior to the convening of the 2014 regular session, including any proposed implementation plans or legislation.

Act takes effect on July 1, 2050.
