Appropriates an unspecified amount from general revenues to the University of Hawaii for fiscal years 2013-2014 and 2014-2015 to implement a scholarship program and other programs in partnership with the Washington Center.

Eligible students must be enrolled at any University of Hawaii system campus and meet the university's resident tuition requirements.

The University of Hawaii may establish additional eligibility requirements for the scholarship program and other programs.

The UH vice-president for student affairs and university/community relations and the UH liaison for the Washington Center are responsible for implementing the programs, including establishing eligibility criteria and selecting recipients.

Takes effect July 1, 2030.
