Establishes a 30 miles per hour speed limit for thrill craft operation, with exceptions requiring department designation of areas, routes, and time periods, plus a permit from the department.

Exempts emergency service personnel, law enforcement officers, and persons operating thrill craft for tow-in surfing (assisting surfers catching waves over 20 feet in height) from the speed limit restriction.

Defines "emergency service personnel" as persons employed in water safety, emergency medical services, or firefighting, including Coast Guard members.

Defines "tow-in surfing" as an activity where a person with a surfboard is assisted by thrill craft operation to catch faster-moving waves exceeding 20 feet in height.

Amends Hawaii Revised Statutes Section 200-37 governing operation of thrill craft, parasailing, water sledding, and commercial high speed boating.
