Amends Hawaii Revised Statutes section 103D-305 to establish separate procurement procedures for drilling work and soil testing under $25,000.

Requires construction procurements of less than $25,000 for drilling work and soil testing to be made by competitive sealed bid rather than small purchase procedures.

Mandates that invitations for bids on drilling work and soil testing be advertised publicly on the Department of Accounting and General Services website.

Establishes that bids for drilling work and soil testing must be separate from bids for engineering work on the same project.

Effective July 1, 2013.
