Amends Hawaii Revised Statutes Section 195D-26 to require the Department of Land and Natural Resources to prepare an additional annual report by June 30 of each year on endangered species population counts.

New report must provide historical, current, and projected population counts for all endangered species of aquatic life and wildlife that inhabit state marine waters and coastal lands of Hawaii.

Maintains existing requirement for department to prepare a comprehensive December 31 annual report on endangered species status, habitat conservation plans, trust fund condition, and recommendations.

Makes both the new mid-year population reports and the existing end-of-year reports, along with all incidental take license information, available to the public.

Takes effect upon approval.
