Amends Hawaii Revised Statutes section 84-14 to clarify that conflict of interest exemptions apply to members of task forces created by the legislature.

Exempts task force members and their designees or representatives from conflict of interest prohibitions in subsections (a), (b), and (d) of the ethics code, provided they comply with disclosure requirements under section 84-17.

Makes the exemption retroactively effective to task forces created on or before June 3, 2010, clarifying the legislature's intent regarding Act 208, Session Laws of Hawaii 2012.

Allows individuals with specialized knowledge and expertise to serve on temporary legislative task forces without fear of violating conflict of interest restrictions.

Takes effect upon approval and applies to all task forces created before the bill's enactment date.
