Appropriates an unspecified amount from general revenues to the Pacific International Space Center for Exploration Systems (PISCES) for fiscal year 2013-2014, to be expended by the Department of Business, Economic Development, and Tourism.

Funds designated for personnel costs including existing employee salaries and new positions (marketing officer, project integration manager, IT field technician, and two student internship positions).

Supports operational expenses including office and warehouse rental, utilities, travel, marketing costs, and board of directors expenses; and equipment purchases for robotics training, sustainable concrete research, and advanced manufacturing skills training.

Requires PISCES to submit a comprehensive report by September 1, 2013 detailing business plans, progress on space center development, basalt concrete technology advancement, robotic operator training programs, private sector partnerships, and workforce development initiatives.

Effective date July 1, 2030.
