Transfers all employee positions, records, equipment, contracts, and other property related to the medical marijuana program from the Department of Public Safety to the Department of Health, with employees retaining civil service status and benefits.

Authorizes the Department of Health to verify patient registration status and provide registry information to law enforcement agencies upon request.

Rationale includes shifting program focus from criminal justice to health issues and reducing stigma by moving administration to a health-focused agency.
