Establishes the museum of music, dance, and cultural arts design committee, placed administratively within the state foundation on culture and the arts.

Committee consists of 11 members: 9 public members appointed by the governor (with expertise in finance, architecture, Hawaiian dance/music, Hawaiian culture, corporate management, marketing, economics, or visitor industry), plus the CEO of the Office of Hawaiian Affairs and the executive director of the state foundation on culture and the arts (who serves as chairperson).

Authorizes the committee to invite developers to submit plans and specifications for museum construction, review and approve proposed development plans, and supervise museum development; may establish or select a nonprofit organization to manage and operate the museum.

Appropriates funds for fiscal years 2013-2014 and 2014-2015 to finance museum design, funded through a ratio of 50% state funds, 30% federal funds, and 20% private funds.

Takes effect July 1, 2013.
