Mandates a seventy-two hour advance public notice requirement for all public hearings on legislation with major substantive provisions.

Requires all proposed amendments to bills be germane to the subject of the proposition, section, or paragraph being amended.

Designates all correspondence received by the legislature or its committees on a measure as official testimony on that measure.

Requires all floor votes except on first reading be printed on the order of the day before consideration, including votes to agree to amendments from the other house.
