Appropriates funds to the High Technology Development Corporation for fiscal year 2013-2014 to develop a program attracting out-of-state software programmers and high technology workers to work in Hawaii.

Directs the corporation to facilitate connections between Hawaii's high technology industry and returning kamaaina and out-of-state visitors interested in relocating to work in the state.

Aims to help reverse brain drain by providing high-paying technology jobs for talented Hawaii residents and those educated in Hawaii schools.

Coordinates high technology recruitment efforts under umbrella initiatives such as the Hi Growth Initiative.

Takes effect upon approval.
