Establishes the position of Chief Entrepreneurial Advisor to the Governor, appointed by the governor without regard to civil service requirements and serving at the governor's pleasure with compensation of $1 per year.

Chief Entrepreneurial Advisor shall meet regularly with the small business community, facilitate contacts between businesses and state agencies, encourage networking between Hawaii and foreign businesses, and regularly brief the governor on small business development.

Advisor shall make regular public pronouncements and conduct promotional activities to inform the community about forming and growing small businesses in Hawaii.

Chief Entrepreneurial Advisor may request assistance and services from any state agency needed to perform their duties.

Advice and services provided by the advisor are considered facilitative in nature, and the advisor shall not be held liable for any adverse consequences resulting from advice or activities conducted.
