Amends Hawaii Revised Statutes Chapter 706 and Chapter 803 to establish standards for law enforcement detention of individuals based on federal immigration holds.

Prohibits law enforcement from detaining individuals on immigration holds after they become eligible for release, unless the individual has been convicted of a felony, convicted of specified misdemeanors within the past five years, or is registered as a covered offender under chapter 846E.

Allows detention on immigration holds if an individual is arrested and taken before court on charges involving specified offenses and the court makes a probable cause finding (applies only to Chapter 803 provisions).

Defines "eligible for release from custody" to include situations where charges are dismissed, the individual is acquitted, a bond is posted, or the individual is otherwise eligible for release by law.

Takes effect upon approval.
