Requires the University of Hawaii to provide written notice to the director of finance at least 15 days before transferring special fund moneys between special funds or using special fund moneys for purposes outside their statutory purpose.

Requires the University of Hawaii to provide written notice to the director of finance at least 15 days before transferring appropriated funds and positions for the operating cost category among programs or among cost elements within a program.

Adds a new section to Chapter 304A, Hawaii Revised Statutes to codify the special fund transfer notification requirement.

Amends Section 37-74, Hawaii Revised Statutes to add the 15-day advance notice requirement to the University of Hawaii's existing flexibility to transfer operating cost appropriations.

Effective July 1, 2525.
