Repeals the University of Hawaii tuition and fees special fund established under section 304A-2153.

Redirects all tuition and related student fee revenues from the special fund directly to the state general fund instead of maintaining a separate account.

Transfers any unencumbered and unexpended balance remaining in the special fund as of June 30, 2014, to the general fund.

Removes provisions that protected tuition revenues from being used as justification for reducing the university's budget appropriations unless the university requested such reduction.

Effective date is July 1, 2525 (note: appears to be a typographical error in the original bill text).
