Establishes a pesticide subsidy program administered by the Department of Agriculture from July 1, 2014, through June 30, 2019, to help coffee growers offset costs of purchasing pesticides containing Beauveria bassiana fungus that kills coffee berry borers.

Provides subsidies covering up to 75% of pesticide costs before July 1, 2016, and 50% of costs thereafter, with a maximum of $600 per acre per year and $9,000 per grower per year.

Modifies section 149A-13.5 to add appropriated funds to the pesticide use revolving fund and authorize the fund to support the pesticide subsidy program.

Appropriates $500,000 from general revenues for fiscal year 2014-2015 to the pesticide use revolving fund, with an additional $500,000 from the revolving fund for program development and operation, including up to $50,000 for a temporary program specialist.

Requires the Department of Agriculture to submit a report to the legislature by 2019 on program results and recommendations on whether to extend, expire, or modify the program; program actions are exempt from rulemaking requirements.
