Requires the University of Hawaii Economic Research Organization (UHERO) to examine the feasibility of establishing a "pay forward, pay back" pilot program as an alternative to traditional tuition and fees.

If deemed feasible, UHERO must develop a proposed pilot program allowing Hawaii resident students to enroll tuition-free and repay through a percentage of post-graduation income for a specified number of years.

Pilot program would deposit post-graduate income contributions into a state trust fund to support future post-secondary students.

UHERO must submit written findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convening.

Appropriates general revenue funds for fiscal year 2014-2015 to support UHERO's feasibility study and pilot program development; effective July 1, 2014.
