Requires the president of the University of Hawaii to convene a working group to examine the feasibility of establishing a "pay forward, pay back" pilot program as an alternative to traditional tuition and fees.

Working group shall include the UH president, project manager of the economic research organization at UH, board of education chairperson, director of finance, community members, and others deemed appropriate by the UH president.

If feasible, the working group must develop a proposed pilot program allowing Hawaii resident students to enroll without paying tuition or fees in exchange for signing binding contracts to pay a percentage of their annual adjusted gross income to the state or university for a specified number of years after graduation.

The proposed pilot program must specify participating campus(es), contract terms (years and income percentage), funding sources for the first twenty years, and identify factors affecting end costs to students including total education costs, state contributions, and financial aid received.

Requires the working group to submit written findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session; appropriates funds for fiscal year 2014-2015; effective July 1, 2014.
