Appropriates funds (amounts not specified in bill text) to Honolulu, Maui, Hawaii, and Kauai police departments for county firearm buy-back programs offering cash incentives for firearm forfeiture.

Provides that persons forfeiting firearms under buy-back programs are not required to provide identifying information about the firearm or themselves.
