Requires housing choice vouchers issued by the Hawaii Public Housing Authority to be automatically returned upon the death or removal from assistance of the last original household member.

Allows a household to retain a voucher if the original head or co-head of household is survived by a minor child added by birth, adoption, or court order, provided the family reported the addition to the authority.

Permits voucher retention only until the youngest minor in the household reaches age 21, or age 23 if the minor is a full-time student at an accredited school or university.

Prohibits adding a legal guardian to the household unless the guardian is also eligible for participation in the housing choice voucher program and does not permit the guardian to retain the voucher after the youngest minor reaches the age threshold.

Takes effect on July 1, 2014.
