Requires courts in annulment, divorce, or separation cases to separately itemize and designate the portion of awarded attorney's fees attributable to child support and maintenance.

Amends the definition of "order of support" to specify that attorney's fees must be itemized and separately designated as a requirement for enforcement.

Prohibits the child support enforcement agency, including the offices of the corporation counsel, county attorney, and attorney general, from enforcing the attorney's fees portion of support orders.

Protects rights and duties that matured and proceedings begun before the effective date; does not apply retroactively.

Takes effect January 1, 2015.
