Amends Hawaii Revised Statutes Section 304A-2162(a) to modify the Community Colleges Special Fund's permitted uses.

Adds "required reserves" as an explicit permitted use of the Community Colleges Special Fund.

Removes overseas programs, study abroad, exchange programs, cultural enrichment programs, and evening sessions from the purview of the Special Fund.

Eliminates the language allowing consultative services to "help make available the resources of the community colleges to the communities they serve."

Becomes effective July 1, 2030.
