Establishes the Papahanaumokuakea Legislative Inspection Committee to provide legislative oversight of the Papahanaumokuakea Marine National Monument.

Committee shall review the monument's purpose and objectives, ensure federal compliance with the Monument Management Plan and memorandum of agreement, and examine resource management and response to environmental threats including climate change and marine debris.

Committee composition includes chairs of standing committees in both houses relating to Hawaiian affairs and ocean marine resources, relevant standing committee members, and the representatives from districts encompassing the monument.

Requires the committee to conduct on-site inspections of the monument once every three years to monitor environmental protection and fiscal management.

Appropriates funds from general revenues for fiscal year 2014-2015 to coordinate and facilitate site visits, with the Department of Land and Natural Resources managing expenditures; effective July 1, 2014.
