Establishes the Department of Public Safety Oversight Committee to ensure transparency and evaluate the operations, governance, and programs of the Department of Public Safety.

Committee responsibilities include analyzing the department's management of staff, prison operations, rehabilitation and reintegration programs, justice reinvestment efforts, and return of Hawaii prisoners from mainland facilities.

Committee composition includes members of legislative standing committees overseeing the department, and designees from the departments of Labor and Industrial Relations, Human Services, the Board of Land and Natural Resources, and the Hawaiian Homes Commission.

Committee shall conduct annual site visits with access to all correctional facility areas within safety and security constraints.

Committee members serve without compensation but may be reimbursed for necessary expenses including travel.
