Requires law enforcement agencies to obtain a search warrant before using unmanned aircraft systems to gather evidence, except in emergency situations involving imminent danger, suspect escape, evidence destruction, or missing person searches.

Prohibits law enforcement agencies from deploying or using weaponized unmanned aircraft systems in Hawaii.

Restricts private entities from using unmanned aircraft systems to conduct surveillance of individuals or dwellings without written consent, or to photograph individuals without consent for publication or public distribution.

Allows persons subjected to illegal surveillance or photography using unmanned aircraft systems to bring civil lawsuits against the law enforcement agency or private entity responsible.
