Establishes a one-year pilot program from July 1, 2014 through June 30, 2015 within the department of accounting and general services to convert specified restrooms at the state capitol for gender neutral use.

Requires the senate president to designate at least one of four public restroom facilities on the second floor of the state capitol as gender neutral.

Requires the speaker of the house of representatives to designate at least one of four public restroom facilities on the third floor and at least one of four on the fourth floor of the state capitol as gender neutral.

Appropriates unspecified general revenues for fiscal year 2014-2015 to the department of accounting and general services for conversion of the restroom facilities.

Repeals the Act on June 30, 2015, making the program temporary and subject to evaluation before potential permanent implementation.
