Amends Hawaii Revised Statutes Section 363-5 to require counties to obtain approval from the office of veterans' services before taking any action that could adversely impact the State's fiscal obligation to establish and maintain veterans cemeteries.

Requires county approval from the office of veterans' services for actions that could impair or conflict with federal requirements that are conditions for receiving federal funds for veterans cemeteries.

Establishes that if a disagreement arises between a county and the office of veterans' services about whether this approval requirement applies, the office of veterans' services decision shall be final.

Applies to Hawaii counties of Hawaii, Kauai, and Maui, which are responsible for establishing and maintaining veterans cemeteries within their respective counties.

Takes effect July 1, 2014.
