Requires the President of the University of Hawaii to convene a task force to examine the feasibility of a pay forward, pay back program at the University of Hawaii

Task force shall include the UH President (chair), Director of Labor and Industrial Relations, project manager of the economic research organization at UH, Board of Education chairperson, Director of Finance, Director of Taxation, and other persons deemed advisable

Task force shall assess whether a pay forward, pay back program would provide more students opportunities to pursue post-secondary education and significantly contribute to state workforce development

Defines "pay forward, pay back" as a system where Hawaii residents at UH pay no tuition or fees and sign binding contracts to pay the State or university a percentage of their adjusted annual gross income for a period of years after graduation

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2015 regular session, effective July 1, 2014
