Amends section 46-15.1 of Hawaii Revised Statutes to make affordable housing credit provisions for Hawaiian Home Lands projects permanent, removing the June 30, 2015 sunset date.

Clarifies that affordable housing obligations include requirements enacted at any date, not just those from specific time periods.

Allows affordable housing credits earned by the Department of Hawaiian Home Lands to be applied county-wide to satisfy all county affordable housing requirements regardless of location, housing type, or construction timing conditions.

Repeals sunset provisions from Act 141 (2009) and Act 98 (2012) that would have terminated these affordable housing credit provisions.

Takes effect upon approval of the bill.
