Increases the monthly board rate for foster care services paid by the Department of Human Services to foster boarding home parents under Hawaii Administrative Rules sections 17-1617-3 and 17-1617-4 (specific rate amount not filled in bill).

Appropriates general revenues from the State of Hawaii for fiscal year 2014-2015 to implement the rate increase (specific appropriation amount not filled in bill).

Requires the Department of Human Services to submit a report to the legislature no later than twenty days before the 2015 regular session covering implementation status, costs, anticipated future costs, and number of foster children affected.

Notes that the monthly board rate has not been raised since 1990 and the current rate of $529 for all children is insufficient due to increased costs for food, housing, utilities, clothing, and other necessities.

Takes effect on July 1, 2050.
