Exempts renewable energy facility permit applications from contested case procedures under chapter 91 and establishes a 60-day timeline for Public Utilities Commission approval of power purchase agreements.

Exempts leases and easements for renewable energy projects on agricultural and conservation lands from standard subdivision requirements, subject to specific renewable energy facility types and a 90-day approval period.
