Requires all governmental bodies to finalize and certify all procurement contracts with the department of accounting and general services within 60 days of contract award.

Addresses Hawaii's inefficient and antiquated procurement process by establishing a deadline to expedite contract certification and prevent prolonged review periods.

Implements a recommendation from the 2009 construction industry task force established to stimulate the construction industry and create jobs in Hawaii.

Amends section 103D-102, Hawaii Revised Statutes, by adding a new subsection (e) establishing the 60-day certification deadline.

Takes effect upon approval.
