Amends Hawaii Revised Statutes Section 103D-102 to require all public notices relating to procurement contracts be publicized statewide for a maximum of 15 days in written or electronic format.

Implements a recommendation from the 2009 Construction Industry Task Force established by Senate Concurrent Resolution No. 132 to support the local construction industry.

Streamlines the public procurement process by allowing state agencies to shorten notice periods for simple projects without requiring procurement exemptions, while still permitting longer periods for complex projects if needed.

Takes effect upon approval of the bill.
