Requires at least one member of the Board of Land and Natural Resources to have demonstrated expertise in native Hawaiian traditional and customary practices, separate from the member with conservation and natural resources background.

Defines expertise in native Hawaiian traditional and customary practices as evidenced by a college degree in Hawaiian studies or related field, work history demonstrating knowledge in native Hawaiian traditional and customary practices, or substantial experience as a native Hawaiian traditional and customary practitioner.

Maintains existing requirement that at least one board member have a background in conservation and natural resources, and that the board consist of seven members (one from each land district and three at large).

Effective July 1, 2014, and applies to the Board of Land and Natural Resources upon its next vacancy.
