Requires shippers of fireworks imported into the State or transported between counties to notify the fire chief about whether shipments will be distributed pier-to-pier, pier-to-warehouse/storage facility, or pier-to-redistribution.

Defines "redistribution" as the unpacking, segregating, and repacking of consolidated fireworks or pyrotechnic shipments for delivery to storage, wholesale, or retail licensee sites, acknowledging these activities as temporary or short duration.

Clarifies that fireworks licenses are nontransferable authorizations valid for a period not to exceed one year from the date of issuance.

Amends labeling requirements for display fireworks, articles pyrotechnic, and aerial devices to specify that labels must measure at least nine square inches, with allowance for smaller labels if the device is too small to display the required label size.
