Establishes presumption that cancer (including leukemia), blood-borne infectious diseases, and exposure to biochemical substances in firefighters who complete five or more years of service arise out of employment, unless rebutted by clear and convincing evidence.

Requires firefighters to have passed a physical examination upon hire or thereafter that showed no evidence of the condition to qualify for the presumption.

Provides comprehensive medical coverage including hospital, surgical, medical treatment, disability indemnity, and death benefits for covered conditions, excluding credited vacation or sick leave during treatment.

Extends the presumption to three calendar months for each full year of service (maximum 60 months) after a firefighter's termination date.

Effective July 1, 2014.
