Finds that fire sprinkler systems in homes increase occupant survivability by eighty percent and significantly reduce property damage and loss in residential fires.

Acknowledges that counties may face unique fire protection challenges including urban density, limited infrastructure, and limited fire response resources that warrant local regulatory control.

Takes effect upon approval.
