Adds three new definitions to fireworks law: "authority having jurisdiction," "permanent fireworks storage" (buildings with fixed utility connections intended for more than 180 consecutive days of storage), and "temporary consumer fireworks storage" (storage for less than 180 consecutive days in a 12-month period).

Removes the requirement for a permit under section 132D-10 for certain fireworks prohibitions, clarifying that bans on removing pyrotechnic contents, throwing ignited fireworks, and discharging fireworks in dangerous locations apply to all persons regardless of permit status.

Authorizes use of consumer fireworks, aerial devices, display fireworks, and articles pyrotechnic in film and movie productions with a valid county fire department permit.

Permits the authority having jurisdiction to test, dispose, or destroy illegal or unwanted fireworks without restriction.

Requires permanent and temporary fireworks storage buildings and redistribution facilities to comply with currently adopted county building or fire codes, or the latest edition of nationally recognized standards.
