Increases State Building Code Council voting membership from nine to eleven members by adding representatives from the Building Industry Association of Hawaii or General Contractors Association of Hawaii, and the Subcontractors Association of Hawaii.

Establishes staggered code adoption schedule with no code or standard to be adopted more frequently than every three years, based on utility review when each edition is published.

Adds definitions for "codes and standards" and "Hawaii state building codes," and changes terminology from "hurricane resistive" to "hurricane resistant" throughout.

Requires council to appoint an executive director and executive assistant exempt from civil service chapters, and establishes that staff budgetary requirements be included in the Department of Accounting and General Services budget.

Appropriates unspecified funds from general revenues for fiscal year 2014-2015 for council operations, including staff salaries, training, travel, and technical assistance services, effective July 1, 2014.
