Amends Section 658H-3(b) of Hawaii Revised Statutes to clarify exceptions to the Uniform Mediation Act.

Excludes mediation relating to establishment, negotiation, administration, or termination of collective bargaining relationships from the Act's scope.

Excludes mediation on disputes pending under collective bargaining agreements, except when disputes have been filed with an administrative agency or court.

Changes language regarding judge-conducted mediation from "who might make a ruling on the case" to "on a case" for clarification purposes.

Excludes mediation conducted by primary or secondary schools (when all parties are students) and correctional institutions for youths (when all parties are residents) from the Act's requirements.
