Amends Hawaii Revised Statutes section 708-8302(2) to clarify the definition of "deception" in unlicensed contractor fraud cases to explicitly include deception about contractor licensing status or required permits.

Clarifies that "intent to deprive" in unlicensed contractor fraud may be formed either before or after a person obtains or exerts control over another's property.

Takes effect upon approval.
