Requires law enforcement to obtain a search warrant to compel disclosure of the contents of electronic communications, regardless of how long the communication has been in storage.

Eliminates the previous distinction that allowed access to communications stored for more than 180 days through court order instead of search warrant.

Requires law enforcement to obtain a court order (based on probable cause) to access historical transactional records, other than real-time transactional records, from electronic communication service providers.

Allows access to subscriber information (name, address, billing records, phone number, length of service) through search warrant, court order, subscriber consent, or administrative/attorney general/grand jury subpoena.

Takes effect upon approval.
