Expands repeat offender sentencing requirements to include any misdemeanor offense under chapter 708 (property crimes), in addition to assault, terroristic threatening, and sexual assault offenses previously specified.

Increases the lookback period for prior convictions from 3 years to 5 years when determining repeat offender status.

Increases mandatory minimum imprisonment for repeat offenders from 9 months to 3 years.

Requires courts to order sex offender assessment and treatment program participation for repeat offenders convicted under section 707-733 (sexual assault in the fourth degree).

Effective July 1, 2014.
