Department of Public Safety shall build and operate a new correctional facility designed to house 2,000 to 3,000 medium-security inmates, with assistance from the Department of Accounting and General Services and other departments as needed.

Department of Public Safety shall explore the possibility of establishing private-financing partnerships for the facility construction and operation.

Director of Finance is authorized to issue general obligation bonds for fiscal year 2014-2015 to fund the building and operation of the new 2,000-bed medium-security correctional facility (dollar amount left blank in bill).

General revenues appropriation authorized for fiscal year 2014-2015 for building and operation of the new 2,000 to 3,000-bed medium-security correctional facility (amount left blank in bill).

Appropriations shall not lapse at end of fiscal year; however, any unencumbered funds remaining as of June 30, 2016, shall lapse on that date.
