Establishes a Campus Facility Board within the University of Hawaii system consisting of chancellors from each campus, the chairperson of the board of regents' budget and finance committee, and the chairperson of the board of regents' planning and facilities committee.

Authorizes the Campus Facility Board to evaluate, prioritize, and allocate all appropriated repair and maintenance funds for University of Hawaii campuses statewide.

Requires the board to submit an annual report to the legislature no later than 20 days before each regular session containing detailed information on budgeted funds, spending, deferred maintenance backlog, project expenses, completed projects, and overall facility conditions.

Mandates the board to report to the University of Hawaii office of internal audit on all projects exceeding $5,000,000 that were delayed or experienced cost overruns.

Effective date July 1, 2050.
